Douglas W. Webster is currently Director of Risk Management in the Office of the CFO at the US Agency for International Development. He is a retired US Air Force officer, and has over 20 years of private sector management consulting experience. He has also served as the Chief Financial Officer of the US Department of Labor in 2008-2009, and Deputy Director of the Department of Defense Business Transformation Agency, 2009-2010.  He serves on the boards of the Pentagon Federal Credit Union, a $20 billion financial services organization, and chairs the board Enterprise Risk Committee.  He also serves on the board of the PenFed Foundation, a charitable organization serving America’s veterans and their families.

Dr. Webster is a Senior Fellow at the George Washington University Center for Excellence in Public Administration, where he teaches Enterprise Risk Management, is a Fellow at the National Academy of Public Administration, and was co-founder and founding President of the Association for Federal Enterprise Risk Management (AFERM). Dr. Webster co-edited, with Thomas H. Stanton, Managing Risk and Performance: A Guide for Government Decision Makers, (John Wiley & Sons, Inc., 2014). He is also co-author of Activity-Based Costing and Performance (AMS, 1994) and Chasing Change: Building Organizational Capacity in a Turbulent Environment (Wiley, 2009).  Dr. Webster has a BS in Engineering, an MS in Systems Management, and a Doctorate in Business Administration.
