While most management textbooks discuss the integration of the strategic plan and the annual budget, the reality is often quite different. Developing the annual budget is often a finance led exercise emphasizing short-term accounting measures with limited linkage to long-term operational measures. However, when linked to the strategic plan, the annual budget can measure progress towards the critical factors necessary for long-term profitability.
